This is an interesting post-war manuscript. Mike McNeil lists Frank Forbes as a justice of the peace in 1863. However in September of 1865 Frank Forbes is listed as the clerk of the district court of Parish Rapides, La. In late September of '65 the court was hearing testimony on a fire in 1864 that destroyed most of the court documents. Perhaps this is part of the trial documents. To my knowledge this note is one of only of two known - the other was part of Robert Ares' collection. Both are dated as received on Oct. 10, 1865.
