Really Clean note - a couple of folds and a couple of "as made" paper crinkles. I tried to get this scan as close to the actual paper color as I could. Yes it actually is that white - it sparkles. I would grade it a solid AU and PMG agrees.
According to Mike McNeil's book, this is an interest paid endorsement and not an issuance endorsement. Until now there were only 2 Confederate notes known that had a military officer paying the interest. Now there are 3 known. All three are interest paid by R J Hill.
This one is signed March 1, 1863. The "Interest Paid" is in red ink, the balance in brown ink. It reads :

March 1st 1863

Capt & AQM
It is the only note that identifies his rank of Captain.
It is the only T40 - the other two are T41's.
It is the only note issued in 1863. ( Jan 8 1863 )
One of the others is signed March 1. It has the "Interest Paid" is in red ink, the balance in brown ink. The other one is signed March 3 and has the entire text in red ink. They both read :

Both were issued Nov 24, 1862
Again according to Mike McNeil, on March 1, 1863 Capt Richard J Hill was with the 22nd Alabama Volunteers, Deas' Brigade, Withers' Division, Polk's Corps of the Army of Tennessee. Ten days later he was promoted to Major.
